As an administrator, I want to associate a department, team and site with a user, so that the user is correctly positioned within the company's organizational structure.

Acceptance Criteria:
-Assignment
The administrator can select a department, a team (belonging to that department), and a site for a user.
A team can only be selected if it belongs to the selected department.
Example: Department = IT, Team = Backend, Site = Tunis.

-Data consistency
The team offered must belong to the selected department — no inconsistent combinations are possible.

-Update
The administrator can modify these values later; the user's profile reflects the change immediately.

-Required fields
The system prevents saving if department, team, or site are left blank (per company rules).

-Notification
When an administrator assigns or changes a user's department, the affected user receives an in-app notification informing them of the change.
The notification identifies the department to which the user has been assigned.
The notification is visible in the user's notification area after the assignment is successfully saved.
