As an administrator, I want to create a user account, so that new employees can access company applications.

Acceptance Criteria:
- Account creation
Given an administrator is logged in,
When they fill in the required fields (first name, last name, email),
Then the system validates the input, checks the email isn't already in use, generates a temporary password, creates the account, and shows a confirmation message.

-Email already in use
If the email entered already exists, creation is refused and a message indicates this.

-Activation email
After creation, the system automatically sends an email to the user containing a secure activation/first-login link.

-First login
When the user first uses the link, they are redirected to a set-password page.
The new password must meet the platform's complexity rules (minimum length, uppercase, lowercase, digit, special character).

-Account activation
Once the new password is validated, the temporary password is invalidated, the account becomes active, and the user can log in normally.

-Security
Only users with the Administrator role can create accounts.
