As an administrator, I want to manage teams, so that employees can be organized into functional groups within departments.

- Acceptance Criteria:
Creation:
The administrator can create a team, which must be linked to an existing department.

Modification:
The administrator can rename a team or reassign it to a different department.

Deactivation:
The administrator can deactivate a team; already-linked users retain the historical information. Teams are deactivated, never deleted.

Consistency:
A team cannot exist without a parent department.
