As an administrator, I want to create and maintain roles, so that users can be grouped according to their responsibilities within each application.

Acceptance Criteria:
-Create a new role
Given the administrator has access to role management
And an application exists in the system
When the administrator creates a new role by providing the required information
Then the system creates the role
And the role becomes available for user assignment.
