As a user with review rights, I want to manually trigger a review so that I can test or relaunch the assistant when needed.
Acceptance criteria:
I can select a project and Merge Request.
I can start the review manually.
I receive confirmation that the review has started.
If the review cannot start, I receive a clear error message.
